# How Pensero turns agentic transformation into measurable decisions

A five-level framework and a measurement cycle that turns AI investment into evidence for the next deployment decision.

## What to do with your AI investment is not always clear

Every company I know is investing in AI. They are buying coding assistants, testing new models and beginning to introduce autonomous agents into engineering workflows.

The difficult part starts after deployment since leaders need to know **whether the investment is improving performance, which teams are benefiting, where costs are increasing and what should be deployed next.** Most cannot answer these questions objectively since they do not know what value the technology “truly” produced.

**The goal is learning where AI creates value in your organization and using that evidence to decide the next move.**

Every company will arrive at a different answer because every company has a different codebase, team structure, operating model and tolerance for risk. An agent may perform well on one type of work and poorly on another. A model that creates value for one team may generate rework for the next. A successful pilot may prove that one workflow works, not that the whole organization should adopt it.

**The agentic transition must therefore be managed as a continuous cycle: establish the baseline, deploy, measure the result and use the evidence to decide what comes next.**

## *State of the art*: start by understanding where you are

Companies often begin by asking which AI tool they should buy. The better question is: **at what stage of the agentic transition are we today?**

We use a five-level framework to answer it.

- At Level 1, humans write all the code.
- At Level 2, engineers use copilots to accelerate development.
- At Level 3, AI also supports code review and quality assurance.
- At Level 4, engineers delegate complete tasks to orchestrated agents.
- At Level 5, agents identify problems and act autonomously, while humans approve the outcomes.

Most organizations do not sit at a single level. Different teams, and even different workflows within the same team, may operate across several levels at once. Before moving forward, **leaders need to understand where each team stands, what results it is achieving and whether greater autonomy is improving delivery without increasing cost, rework or risk.**

We are already helping many large organizations take this approach. Their leaders had committed to AI but did not want to build a multi-year plan around assumptions or extrapolate from one successful pilot. They wanted to establish their current level, measure which use cases produced real improvements and identify what needed to be true before progressing further.

**The goal is to understand where AI truly worked, under which conditions and whether the organization is ready for the next level.**

Pensero created a common baseline across their teams and business areas, allowing leaders to see where the organization stood, compare performance internally and against the market, and make the next deployment decision based on evidence.

## Analyze AI ROI and make the next decision

Pensero connects AI investment with the volume, complexity, cost and quality of the work produced. It helps companies determine which work should remain with people, which should be AI-assisted and which can be delegated to agents. It shows where agents create capacity, where human review remains essential, which models justify their cost and where quality begins to deteriorate.

Our customers are already using this evidence to answer practical questions:

1. *Is our AI investment producing more valuable engineering work?*
2. *Which teams and use cases are generating the strongest returns?*
3. *Where are agents creating rework, unnecessary costs or additional risk?*
4. *Which successful practices can be extended across the organization?*
5. *What should we invest in, change or stop next?*

**This is how AI ROI becomes actionable: not as a single number, but as evidence that connects investment with outcomes and guides the next decision.**

The answers matter beyond engineering. Executives need them to plan future capacity and investment. Engineering leaders need them to redesign teams and workflows. Finance needs them to understand the return on AI spending. Engineers need them to see how their role and contribution are evolving.

## Compare progress inside the company and against the market

Internal improvement is only part of the answer. A team may be delivering more than it did six months ago while competitors are improving much faster. **Leaders need to understand both how their organization is changing and how the market is moving around them.**

Benchmarking gives that progress context. It shows whether a team is genuinely moving forward, where the organization is falling behind and how large the opportunity for improvement remains.

This does not mean copying another company’s operating model. The purpose of a benchmark is to reveal the gap, not prescribe a generic solution. Companies still need to understand which practices work within their own environment and how to extend them.

**The strongest evidence comes from combining external context with internal learning:** where the market is moving, which teams inside the company are moving fastest and what the rest of the organization can learn from them.

## The agentic transition is a continuous learning system

There will be no final AI rollout. The best model today may not be the best model in six months. Costs will change, agents will become more capable and work that currently requires human involvement will gradually become easier to delegate.

This means every organization will need to measure again, learn again and decide again. The companies that lead the transition will not be those that make the largest initial investment or deploy the highest number of tools. They will be those that build the fastest cycle between deployment, evidence and the next decision.

**Pensero makes that cycle possible. It shows companies where they are, what their AI investment is producing, how they compare with the market and what they should do next.**

That is Agentic Deployment Intelligence: turning the uncertainty of the agentic transition into a sequence of measurable decisions.
